HCAI Will Become Mandatory for Health Care Businesses That Submit OCF-18s, -21s and -23s Directly to Ontario Automobile Insurers
On February 1, 2011, all health care facilities (businesses, clinics, practices) will be deemed to be an "HCAI Participating Provider". FSCO will issue a notice to this effect in January 2011.
What Does This Mean to Health Care Facilities in Ontario?
This means that insurers will only accept OCF-18s, -21s and -23s from health care facilities that are submitted through HCAI.
What if a Health Care Facility Is Not Enrolled with HCAI by February 1, 2011?
Any health care facility NOT enrolled with HCAI by February 1, 2011 will not be able to submit OCF-18s, -21s, -23s directly to automobile insurers.
Claimants (patients) who wish to claim medical and rehabilitation benefits will need to obtain the completed OCF from the health care facility and submit it to the insurer. In this case, responses and reimbursement of expenses may be issued to the claimant.

- Confirm Your Wish to Use the HCAI Web Application (with or without PMS)
The instructions on this page will enrol your facility to use the HCAI Web Application through your facility’s existing PMS. If you’re unsure whether you wish to connect with HCAI through the internet, you can review the different submission methods by clicking here.
- Ensure Your Facility is Not Already Enrolled
If you already have a username and password that lets you log onto the HCAI application at www.hcai.ca, you are already enrolled. Do NOT enrol again.
- If you’re not sure, ask. Contact facilityenrolment@hcaiinfo.ca. In the subject line insert: [name of your health care facility – are we enrolled?]
- Enrol
If your facility has not yet enrolled with HCAI, enrol as soon as possible.

- Once you complete the online enrolment process, the Authorizing Officer will have a two usernames and temporary passwords.
- One username and password to access the HCAI web application,
- One username and password to integrate your PMS with the HCAI web application.
- WRITE DOWN each USERNAME and temporary password IN A SAFE PLACE.
- Don’t forget to print, sign and fax the “registration details” paperwork to HCAI Processing to 416-497-6505.
- Confirmation & Approval (Activation)
Within 5 business days after we receive the signed registration details, the Authorizing Officer will receive a confirmation email and the facility will be switched from the “Not Approved” to the “Approved” state.
