FSCO Has Released the HCAI Rollout Guideline:
What does your health care business need to know?

If your health care business is already using HCAI you do not need to do anything else. You are required to use HCAI for all OCFs 18, 22, 23 and 21 submissions to auto insurers.

If your health care business has submitted your registration paperwork by fax, to
416-497-6505, you will be notified with additional instructions. Your name will be published in the FSCO HCAI Participant List on or before the first of the month of your effective date.

HCAI Full Rollout 2010

Terminology

Enrolment form or registration form

This is the paperwork that must be completed and faxed to HCAI Processing (416-497-6505).  Your clinic will not be activated (approved) until this paperwork has been received and processed.

Registration details

Same as enrolment form (see above)

Activation date

The date on which your clinic will be switched “on” in the new HCAI system. Usually, this occurs two weeks before your “Effective” date.

Approved

Similar to “Activated”. Once a clinic has been activated, it will be seen in the “Approved” state when you log onto the application.

Effective date

The date on which your clinic must (as per regulations) begin submitting all OCFs 18/22/23 and invoices (OCF 21) electronically to insurers through HCAI.

 

What are My Next Steps for HCAI Registration?

  1. Locate your facility name and effective date on the HCAI full Rollout Schedule
  2. Complete the online registration as instructed in the document called
    “How to Register (HCAI Web Application) (PDF).
  3. When you have completed the online registration, YOU ARE NOT FINISHED – but you will receive a username and password. Do NOT share this user profile.
  4. Download the “Registration Details”.
  5. The Authorizing Officer must sign the registration form.
  6. Fax the registration form to HCAI Processing at  416-497-6505  416-497-6505 (before the deadline shown in the table below).
  7. HCAI will confirm receipt of your registration form.
  8. Your clinic will be activated (Approved) 2 weeks BEFORE your effective date.
  9. You will begin using HCAI to transmit all OCFs 18/22/23 and invoices on your effective date.

Questions About HCAI Full Rollout 2010?

  1. Will all insurers be required to enrol in HCAI?
    All insurers have been using HCAI since April 1, 2010. Once your business reaches its effective date, 100% of your OCFs 18, 22, 23 and 21 (invoices) will be transmitted via HCAI.

  2. Can I request a different effective date than the one my clinic has been assigned?
    In general, we cannot accommodate requests to change dates. The enrolment schedule is orchestrated to ensure stability of the HCAI system as we progress through full rollout.

  3. What if my PMS vendor is not ready by the date I am assigned to start using HCAI?
    It is critical for you to give your PMS vendor advanced notice that you will be required to use HCAI by your assigned effective date. If your PMS vendor won’t be ready in time, you may use the HCAI web application until your PMS vendor is ready.

  4. What if my health care facility is new, or was not previously enrolled with HCAI?
    You will be able to register as a new Facility beginning in the fall of 2010. Instructions for this will be posted on our website in mid-June 2010.

  5. What if a Health Care Facility Does Not Enrol by the date assigned to it in the HCAI Full Rollout Schedule?
    On or after a facility’s effective date, facilities that choose not to enrol with HCAI cannot submit OCF forms to insurers.  Alternatively they will need to submit OCFs 18, 22, 23 and 21 to their patients, who will submit them to insurers (as per SABS S.68 (3.2).

  6. Can a facility enrol after their assigned effective date has passed?
    Yes. Prior to receiving a new assigned effective date your facility will need to submit OCFs 18, 22, 23 and 21 to their patients, who will submit them to insurers (as per SABS S.68 (3.2). Your facility will receive a new effective date once your forms have been processed.

  7. Do individual health care providers need to enrol with HCAI?
    No.
    • Individual health care providers have been/will be enrolled by the facility administrator at each facility where the provider works.
      • If you are a sole charge practitioner, you will have permissions as Facility Administrator and must register yourself.
    • Each provider that delivers services and goods to patients must be associated (registered) with a health care facility.
    • Each provider must sign an HCAI Terms and Conditions form for each facility with which the provider is associated
    • As providers come and go to and from a practice, the provider list should be updated by the AO or a facility administrator

    Example (sole practice scenario):
    Acme PT Associates Ltd. is the business entity and Mary Jones PT(reg) is the provider

    • Acme PT Associates must be enrolled with HCAI as a facility. This is carried out by Mary Jones, who is the AO
    • At the time of registration, the AO must associate (register) the health care provider, Viivi Riis, PT(reg), with that facility. This way, the HCAI system will recognize Viivi Riis as a health provider that treats that facility's patients and her name will be available to populate the provider fields on OCF forms

AISI Registration or HCAI Registration

AISI registration will eventually be replaced with HCAI Registration. However, until you are enrolled with HCAI, your health care business will need to have an AISI Facility ID and each health provider will need an AISI provider ID. To register with AISI, please click here .
