The coming year will introduce important updates to HCAI with the implementation of new versions of all forms in HCAI to align with regulatory changes, effective July 1. Two system releases will take place in 2026, in the summer and fall. This bulletin provides high-level details about all upcoming enhancements.
System Release 3.35 – Live June 29, 2026
Form changes based on regulatory reforms
As part of the upcoming Ontario Auto Reforms announced by the Financial Service Regulatory Authority of Ontario (FSRA), new versions of all OCF forms will be available in HCAI starting July 1, 2026, two days after the release goes live. Updates to forms will include:
Regulatory changes to support Ontario Auto Reforms :
FSRA will officially add gender “X” to all OCF forms processed in HCAI.
Changes to the first-payor rules.
Minor legal text changes
Changes will be reflected on OCFs beginning July 1, 2026 and can be reviewed on FSRA’s website prior to it being implemented in HCAI.
OCF-23 Re-development
Updates will be made in HCAI to both the OCF-23 and its Explanation of Benefits. Both are being redeveloped in the new framework. This will not result in any functional changes, as visible changes to the forms are cosmetic in nature and should allow for better user experience. Items such as text alignment, spacing, and the consistency of error messages will be improved.
Browser Compatibility Updates
As of Release 3.35, HCAI recommends accessing the web application on Microsoft Edge, Mozilla Firefox and Google Chrome on Windows 11, and Safari 26 on MacOS Tahoe (Version 26). As of November 2025, Windows 10 is no longer supported for HCAI.
System Release 3.36 – Fall 2026
System Release 3.36 is scheduled to go live in the fall. More information about enhancements and the system unavailability window will be communicated throughout the year.
Other important reminders
Attendant Care Services Invoice pilot
As part of System Release 3.33 implemented on May 12, 2025, the Attendant Care Services Invoice (ACSI) has been made available for healthcare facilities to submit to auto insurers in HCAI.
HCAI encourages users to make use of the ACSI during the pilot to streamline their submission processes. HCAIinfo’s Provider Support page has step-by-step instructions on completing the ACSI.
If you have Personal Support Workers (PSWs) at your facility, you may add them to your Provider roster in order to be referenced on the ACSI.
If you are unable to use your Practice Management System to submit the ACSI, please contact your vendor for updates on when it will be implemented. In the interim, users are able to use the HCAI web application to submit the ACSI.
As a reminder, if you submit the ACSI electronically via HCAI, you should not send a paper copy to the insurer.
Data Deletion
As was previously communicated, deletion of eligible claim-claimant records* and their associated documents will continue in 2026.
Data deletion in HCAI will continue throughout the year on an ongoing and phased basis
All completed OCFs must be kept on file at the facility as per FSRA’s guidelines; visit the Submitting and Storing Forms page on HCAIinfo for more information
*Eligible claim-claimant records include all those that have been deactivated by the insurer for at least seven years, and in which all claimants have been deactivated by the insurer.
