
HCAI System Release 3.33 is scheduled to go live on May 12, 2025. This bulletin provides an overview of the enhancements included in this release.
Here’s what you need to know about Release 3.33:
1. Attendant Care Services Invoice
FSRA has approved the introduction of the Attendant Care Services Invoice (ACSI) form into HCAI as a voluntary pilot for at least one year, beginning with the 3.33 release. Participating health care facilities will be able to submit the ACSI to any Ontario auto insurer enrolled in HCAI. The ACSI will serve as the standardized invoice used to invoice automobile insurers for attendant care services submitted under the Assessment of Attendant Care Needs (also known as Form 1).
ACSI submissions will follow the existing billing procedures and Service Provider Licensing rules as outlined in the HCAI Guideline.
An Explanation of Benefits (EOB) will be available in HCAI for the ACSI.
The ACSI will not be added to most reports in HCAI while it is in pilot status. However, it will be included in the User Activity Report and the Claimant Audit Details report.

2. Adjudication via integration
Integrating insurers will now have the ability to send adjudication decisions for invoices via the integration channel. This means insurers will have the flexibility to decide if they want to use the web or the integration channel for submitting decision on documents.
This functionality is being offered for the OCF-21B and OCF-21C.
To enable this new functionality, insurers will first need to build the “Insurer All-data Extract” integration if they have not already done so. When ready for production, insurers must submit the Integration Settings Update Form indicating that they would like to use this functionality.

3. Enhancements to the Explanation of Benefits for OCF-21B, 21C, Form 1, and new ACSI
HCAI is enhancing the Explanation of Benefits (EOB) for the OCF-21B, -21C, and Form 1 by redeveloping the forms in a new framework. This same framework was used when developing the new ACSI. This will align them with the recent redevelopment of other forms in HCAI.
There will be no functional changes to the form’s workflow. The visible changes are largely cosmetic in nature to make for a more efficient user experience, and improve things like text alignment, spacing, and the consistency of error messages.
Insurers who believe they may be impacted by the internal framework redevelopment can test the EOB when the test environment becomes available on March 3, 2025. Information about the test environment is being distributed to integrating insurers.
Please note, during release development, further internal changes may be applied to any OCF for consistency and other purposes which would not impact web users’ experience. The test environment is available prior to the release going live for any required testing.
4. Enhanced security
HCAI is continuously enhancing security and privacy. It is important to ensure you receive essential emails from HCAI such as password resets and verification codes. Starting in Release 3.33, when an HCAI user administrator changes the email address of a user, an email notification will be sent to both the old and new email address.
No email will be sent if contact details are updated on the insurer management screen.

5. Updated browser compatibility
HCAI continues to enhance its user experience and security. Using an up-to-date browser is vital to maintain an uninterrupted connection to HCAI.
As of Release 3.33, we recommend using Microsoft Edge, Chrome or Firefox on Windows 11; Microsoft Edge on Windows 10; or Safari 17 on MacOS Sonoma (Version 14.0).
Planned HCAI System Unavailability
In preparation for Release 3.33, the following system unavailability window is planned:
Friday, May 9 – Monday, May 12, 2025
The HCAI system will be unavailable from 5:00 p.m. (ET) on Friday, May 9, 2025 and is expected to resume active status at 8:00 a.m. (ET) on Monday, May 12, 2025.
Insurers must have their transactions successfully processed by 4:59 p.m. (ET) Friday, May 9, 2025.
Information for Integrating Insurers
Release 3.33 is an integration-impacting release for which updated schemas have been published.
The Release 3.33 Integration Bulletin was distributed to integrating insurers on November 28, 2024. Please review the Integration Bulletin for details about integration enhancements included in the release and testing information.
Reminder: Data Deletion
This is a reminder that as part of the ongoing maturity of the HCAI system, data retention requirements have been defined.
Claim-claimant records and all associated documents will become candidates for deletion from HCAI seven years after they have been deactivated in HCAI by the insurer.
This will not begin as part of System Release 3.33, the actual deletion of data will commence in the second half of 2025
